KHADC clarifies on trading license inspections

Kharbuki said that the United Khasi-­Jaintia Hills District (Trading by Non-­Tribals) Regulation, 1954, and the United Khasi – Jaintia Hills Autonomous District Council (Trading by Non-Tribal) Rules, 1959 have disallowed non-tribal to operate any business within the jurisdiction of the district council without a trading license.

The Executive Member in charge of Trade Rangkynsai Kharbuki has reacted to an allegation that the checking of trading license by the Khasi Hills Autonomous District Council (KHADC) on street vendors recently was in violation of the High Court order, which directed the state government to implement the Central act.

Kharbuki said that the United Khasi-­Jaintia Hills District (Trading by Non-­Tribals) Regulation, 1954, and the United Khasi – Jaintia Hills Autonomous District Council (Trading by Non-Tribal) Rules, 1959 have disallowed non-tribal to operate any business within the jurisdiction of the district council without a trading license.

He also said that the checking of trading licenses recently was not a one-off thing.

“The checking of trading licenses by the Enforcement Wing of the KHADC is done from time to time,” he said.

Kharbuki said that since the Executive Committee of the KHADC was formed in 2019, a routine was made for the Enforcement Wing to go and check trading licenses not only in Shillong but within the jurisdiction of the district council.

He said that if it is found out that non-tribals do not possess trading licenses they are served with a show cause notice.

“If they do not respond to our show cause within the stipulated time, we then serve closure notice,” the EM in charge of Trade said.

He said that the present Executive Committee has closed down many businesses run by non-tribals for failing to respond to our show cause notices.
