Re-tendering process underway for Umshyrpi-Baniun four-laning project: Prestone Tynsong

Tynsong was replying to a query raised by Mylliem MLA Ronnie V Lyngdoh during the Question Hour on the second day of the budget session.

Deputy Chief Minister and PWD Minister Prestone Tynsong, on March 21, said that the status of four-laning project from Umshyrpi to Baniun (Package I) is under re-tendering process after the company entrusted with the work surrendered halfway.

Tynsong was replying to a query raised by Mylliem MLA Ronnie V Lyngdoh during the Question Hour on the second day of the budget session.

The PWD minister told the House that the progress of work from Baniun towards Dawki under Package II is 37.75 per cent; under the Package III, Detailed Project Report (DPR) is under process; under Package IV, the progress is 30.10 per cent and under Package V, re-tendering process is at the final stage.

“The company that the ministry allotted work under National Highways and Infrastructure Development Corporation (NHIDCL) surrendered work halfway and I remember in March/April 2022, I went to Delhi and met the MD and secretary of the ministry and discussed these issues where they took the decision that re-tendering process should start,” Tynsong informed the House.

Furthermore, he said that after the process was started, only one company participated because of which re-tendering and the whole process started all over again. “…within April, this process will be over and work can be restarted. A series of meetings are being at my level and chief secretary level to monitor and ensure that the shifting of utility is completed by April 15,” he added.

“Work under Package III was stalled because land owners and traditional heads were against the project but now, the matter has been resolved and the NHIDCL is preparing the DPR,” he said.

Earlier, Mylliem MLA Ronnie V Lyngdoh said that the delay of the construction work has hindered the smooth flow of traffic causing a lot of inconvenience for the common people and commuters.

In his supplementary question, Lyngdoh also inquired about the progress of work on the western bypass that is being carried out simultaneously with the four-laning project and said, if the latter is going to take some time, the government should consider taking up the bypass project on a priority basis to ease the problems faced by the common people.

Reply to this, Tynsong informed that the status of Western Bypass leading to Pynursla, which is also the constituency of the PWD minister, is in the stage of land proceeding.

“We have reached to Section 19 of the Land Acquisition Act and I am very sure that if everything goes well, within two or three months, we will be able to hand over the land to the concerned company so that they can start the work,” he added.

Meanwhile, Nongkrem MLA Ardent Miller Basaiawmoit inquired whether action has been taken against the company concerned for surrendering work without completion, to which Tynsong replied that though work is not under the control of the state PWD, the Ministry of Road Transport & Highways, Government of India has taken care of everything.

“When the tender was floated, the ministry called the company concerned and did everything and ultimately, work was allotted but there were a few conditions before signing the final work order and one of them was that in case, they (company) fail to deliver or surrender, their security deposit will be forfeited,” he said.
