HANM re-submits memorandum to President for ILP, language inclusion

The Hynniewtrep Achik National Movement (HANM) has sought the intervention of the President of India Droupadi Murmu for immediate implementation of the inner line permit (ILP), inclusion of Khasi and Garo languages in the Eighth Schedule to the Constitution and resolving the boundary dispute between Meghalaya and Assam.

In a memorandum re-submitted to Murmu, the HANM said, “(We) resubmit the same memorandum as reminder and to urge you to take up the issues which are important for the protection of the tribal community of Meghalaya from being swam away from larger community…”

The HANM said that the Government of India should implement the Eastern Bengal Frontier Regulation Act, 1873 in Meghalaya as has been done for the states of Arunachal Pradesh, Nagaland, Manipur and Mizoram.

It said if the Government of India has responded to the needs of the people of the other states in the North East, it should also implement the said Act in Meghalaya so that the tribal community of the state are protected.

The HANM also said, “The Khasi and Garo community are microscopic tribals of the North Eastern state having their own language and scribe which is spoken and written in the educational institution up to the PhD level in the central university level. In order to protect both the languages, the organization supported the resolution passed by the State Assembly and we urge upon the union government to include the Khasi and Garo languages in the eighth schedule of the Constitution of India.”

Lauding the efforts made by the chief ministers of Assam and Meghalaya to resolve the border dispute, the organization said, “…the memorandum of understanding was signed on March 29, 2022 (in presence of) the union home minister Amit Shah.”

“…you are well aware that signing MoU between CMs of the two states will not have any effect until the Government of India comes into picture, to alter the boundary of any state is the prerogative of the Union,” it added.
