Arunachal conducts e-Cabinet system training for nodal officers

The system aims to create a Digital Institutional Memory of all Cabinet Decisions in an electronic form for easy access by all concerned stakeholders.

GUWAHATI:

The Arunachal Pradesh government organised a training session on the e-Cabinet system for nodal officers of all the departments, on June 6, as part of its endeavour to give impetus to digital governance.

The training was conducted by the department of cabinet affairs in collaboration with the National Informatics Centre (NIC) at the Civil Secretariat, and a total of 65 nodal officers from various departments participated.

“e-Cabinet is a powerful tool that the Arunachal Pradesh government plans to use to streamline its decision-making process,” an official said.

The e-Cabinet system for the state was launched by Chief Minister Pema Khandu at Seijosa during the special cabinet session for Pakke Declaration 2047 held on November 13, 2021. The first e-Cabinet meeting using the e-Cabinet portal was held on February 24 2022 at the State Cabinet Conference Room, Civil Secretariat.

The e-Cabinet (https://ecabinet.arunachal.gov.in) is a highly secured end to end ICT solution to automate all activities of cabinet meetings. It facilitates the electronic flow of information from all departments to the cabinet department, connecting all commissioners/secretaries as well as cabinet ministers over a common digitized platform. The system enables all the cabinet ministers to access the cabinet documents from anywhere and anytime.

The system aims to create a Digital Institutional Memory of all Cabinet Decisions in an electronic form for easy access by all concerned stakeholders. Using this system, the cabinet members can access the cabinet notes before the meeting. The entire business of the Cabinet can be conducted using the e-Cabinet solution.

Implemented by the Department of Information Technology and Communication, the solution lets ministers prepare for cabinet meetings, conduct them and review minutes, entirely without paper. The e-Cabinet solution will give remote access to the ministers to view cabinet notes and the same will be circulated well in advance for proper analysis and feedback.

The system is a multi-user secure solution that keeps relevant information organised and updated in real-time, giving ministers a clear overview of each item under discussion. Once Arunachal Pradesh adopts the e-Cabinet system fully, the average length of the cabinet meetings will go down from 4-5 hours to just 30-90 minutes and the government can also eliminate the need to print and deliver thousands of pages of documents.

Arunachal Pradesh is the first state in the Northeast to implement an e-Cabinet solution for the state cabinet members.
