Assam Police develops online system to get FSL reports early

Assam is the first state in the country to develop the facility using the Interoperable Criminal Justice System (ICJS) platform. This facility will help the state police in the early completion of investigation.

GUWAHATI:

The Criminal Investigation Department (CID) of Assam Police has developed the Forensic Science Laboratory (FSL) Report Online Downloading facility for the districts and Guwahati City Police Commissionerate.

The facility was inaugurated by Assam director general of police (DGP) Bhaskarjyoti Mahanta in a function held at the conference hall of police headquarters on Tuesday.

Assam is the first state in the country to develop the facility using the Interoperable Criminal Justice System (ICJS) platform. This facility will help the state police in early completion of investigation.

With this feature, experts in the FSL immediately after completing their analysis and preparation of the expert’s opinion can upload the report of the case in the e-FSL module after selecting the concerned district/city commissionerate in the dropdown menu.

Then the report will be visible on the dash board of the concerned district/ city commissionerate.

A nodal officer of the rank of additional SP, who has been assigned an ICJS ID, can download the reports.

To ensure confidentiality and data integrity, a three-layered OTP authentication has been enabled. The system-generated OTP will be received by the concerned police nodal officer on his CUG mobile as well as on official e-mail ID.

This feature will ensure timely receipt of FSL reports by the districts/ city commissionerate and can help in the early completion of the investigation.

Presently, once the report is ready for dispatch, FSL writes to the district concerned to collect the reports, then a constable from the district will have to visit the FSL and take the report physically.

This has been consuming valuable time. Further, due to communication gaps, the reports remain at FSL for months delaying the investigations. In some cases, the filing of charge sheets has got delayed due to the non-receipt of FSL reports and as a result, the accused got statutory bail. However, with this new system, such problems can be avoided.
