Gabriel K Iangrai admitted to hospital

He was arrested earlier in the day for alleged irregularities in construction of the Nationwide Emergency Response System (NERS) at Sadar Police Station here.

SHILLONG:

Arrested senior police officer Gabriel K Iangrai has been admitted to the Civil Hospital here due to health complications.

Iangrai was taken to the hospital for medical examination at around 10.45 pm on Wednesday.

He was arrested earlier in the day for alleged irregularities in construction of the Nationwide Emergency Response System (NERS) at Sadar Police Station here.

Medical Superintendent, Dr Andreas Dkhar, informed that the arrested police officer was admitted to the hospital at around 12.30 am.

“When he was brought, he was weak, but he was conscious. He has a history of other illnesses, and he is under treatment for those now,” Dkhar said.

He informed that the hospital’s doctors are treating him and tests have been conducted.

Dkhar also informed that Iangrai is continuing the medicines that he has been taking.

He also informed that on Thursday morning doctors told him that the police officer’s condition is stable.

“The reports will be available in a couple of days and after that the doctors will decide (on whether to release or admit),” Dkhar said.

Since Iangrai is still under treatment the police have not been able to ask for his custody from the court.

It may be mentioned that the CID on October 28 had registered a case against him under the Prevention of Corruption Act and constituted a Special Investigation Team to oversee the case.

According to sources, Iangrai submitted a utilisation certificate (UC) for the construction of the Nationwide Emergency Response System (NERS) at Sadar Police Station here.

As per the UC, submitted by him, as the then Assistant Inspector General (A), it was certified that checks such as Notice Inviting Tender (NIT), Tender Opening Committees, Line Committees have been set up. However, none of the checks declared in the UC furnished by langrai were undertaken.

As per the FIR, he did not call for any Notice for Inviting Tender (NIT) nor has he given the work to an authorised government agency but he has constructed the NERS building by utilising the police personnel by procuring materials directly from a contractor in violation of the Meghalaya Financial Rules .i.e., without a detailed plan and estimate, details of any muster rolls, certified payment details as per procedures, bills etc. and submitted false UC of the entire amount.

Further, langrai also provided a false Completion Report without clearance from either engineer or any inspection committee flouting the normal procedure.

The FIR also states that the construction work was done in a very shoddy manner and damages to the constructed structure have started to appear.

“To save the building from further damage, retrofitting and repairs were undertaken through additional funds from the state schemes,” the FIR states.
