Nongrum ignores rules, pleads for Speaker to use ‘conscience’

North Shillong MLA Adelbert Nongrum once again created a scene in the assembly when he requested the Speaker to use his “conscience” and allow him to bring a resolution that has not been listed as per the list of business on the fifth day of the autumn session of the state assembly on September 15.

His resolution on the roster system was listed for discussion on Wednesday but it could not come up as time had ended.

Speaker Metbah Lyngdoh asked Nongrum to quote under what rule he was making the request to which he replied “through (my) understanding and consciousness.”

Lyngdoh, however, said that the Business Advisory Committee (BAC) has approved the calendar list and had suggested that the time will not be extended beyond 2 o’clock as far as the sitting of the House is concerned.

“Understanding the importance of the issues and subjects and for the benefit of all individuals I have extended the sitting of the House but the calendar has been approved by the BAC, I cannot deviate from that at any cost,” he said.

When Nongrum insisted, the Speaker said that the House has to be conducted as per rules and that the member should try and understand. Nongrum said he would leave it to the wisdom of the Speaker.

Annoyed by Nongrum’s action, Deputy Chief Minister in-charge Parliamentary Affairs Prestone Tynsong asked why the member has to argue when the list for today’s business was already placed on the table

Tynsong also requested the Speaker to expunge the statement of Nongrum from the proceedings of the House to ensure that precedence is not set in the years to come.

“The whole statement made by Nongrum should be expunged as he is against the list of business placed on the table of the House. If you are against it means you don’t want to follow the rules,” he stated.
