Social activist points finger at parents in child sexual abuse case

Aizawl Police had launched an investigation into the alleged sexual abuse against the child who died at a private hospital on September 16.

Aizawl-based social activist Vanramchhuangi, aka Ruatfela Nu, on September 29 filed an FIR at Zonuam Police outpost in western part of the city, demanding the arrest of parents of a two-year-old girl, who was discovered by doctors just before her death that she had been sexually abused.

“In this case of sexual abuse against the two-year-old girl, I don’t suspect anyone other than her parents – her father as offender and her mother abettor. The parents are the prime suspect of the public too,” Vanramchhuangi said straightforwardly in her complaint.

Vanramchhuangi further said the crime amounts to ‘aggravated penetrative sexual assault’ under the Protection of Children from Sexual Offences (POCSO) Act in which case a suspect or suspects, if there are any, is or are immediately arrested without any delay.

“I am shocked that no one has been arrested in connection with the case even though there are prime suspects,” she wrote in her complaint.

Vanramchhuangi said swam sample has been collected and results were being awaited.

“It usually takes minimum ten days to get results from Forensic Science Laboratory, Aizawl. I don’t think it is mandatory to wait for forensic results before making any arrest,” she said, adding that not arresting the prime suspects could lead to serious hampering of the investigation.

Doctors who examined the child due to illness found that she had been a victim of apparent sexual abuse.

Aizawl additional SP, PC Laltanpuia, said on Wednesday that the child was evidently sexually abused and this was the reason why a case has been registered under POSCO Act.

“Even though she was obviously sexually abused, doctors did not find it as the cause of her death. We are going all out to nab the culprits. We also have questioned her parents more than once,” he told leaders of women organisations who met him on the case.

Vanramchhuangi, in her FIR, also insisted that the investigation be carried out under the provision of public prosecutor as per standard of procedure issued by MHA for investigation of rape case.
