The ILP debate

The debate surrounding the Inner Line Permit (ILP) in Meghalaya is an old one, going on as an issue that requires discussion, deliberation and altercation before the Centre okays its implementation.

A large number of non-tribal population, who are settled in Shillong, fear the essence of the law once it is passed- what will it entail, how will the government make provisions for areas under the ADCs, areas falling under the European Ward, and the cantonment?

Others fear that the implementation of ILP will harm the state’s economy, particularly tourism. It will affect investment opportunities, and will also bar a number of companies from coming to the state or may force existing companies to exit business.

The Meghalaya Legislative Assembly had earlier unanimously passed a resolution to urge the Centre to implement ILP in the state, however, the fulfillment of the demand still remains a distant dream.

Pressure groups have on many occasions resorted to bandhs demanding the government to implement it without understanding the complexities of ILP in a state like Meghalaya, where a large number of non-tribals live in complete unison.

Many have also argued that with the implementation of the Meghalaya Residents Safety and Security Act (MRSSA), the ILP is not required in the state, and it will go against its interest.

Meghalaya being a peaceful state, and having a mixed population, there is an argument as to what purpose will the ILP serve here. Will it be of any advantage to the indigenous people, or will it be another insignificant law that has few merits?

While the central government has made provisions for ILP in some states in the North East, the Meghalaya government has to deliberate more before coming to a conclusion that ILP is required in the state.

And if at all ILP is implemented, the government must also clearly define how will it work in the European Ward and cantonment areas, besides not affecting the residents who have settled here since a very long time, and have their own land and property here.
