Kamrup DTO issued show-cause notice for failure to maintain decorum in office, campus

GUWAHATI:

Kamrup Metro District Transport officer (DTO) and Joint Commissioner of Transport, was issued a show-cause notice by Transport Secretary for his failure to maintain official decorum in his office and campus.

DTO Gautam Das has been asked to submit his reply within 10 days of receipt of the show-cause notice. The notice was issued by Adil Khan after his visit to the DTO office at Lokhra in the city at around 11 am on Monday.

“There was a gathering of people and applications at different counters with the grievances that their work is not being done on time. You are hereby required to show cause under Rule 3 of the Assam Services (Discipline and Appeal) Rules 1964 read with Article 311 of the Constitution of India, why any of the penalties in Rule 7 of the aforesaid Rules should not be inflicted on you,” Khan said in the notice.

In his notice to the DTO, Khan said during his visit to the office only 21 out of 42 employees of the office were present in the office.

Khan also alleged that Das, being a designated superior, has failed to conduct routine checks on all entities operating within the premises of his office leading to unauthorised kiosks/counters.

“You have failed to uphold the decorum of official set-up and this was evident in the callous attitude of the officers/staff towards the general public visiting for redressal of their grievances,” he said.

The Transport Secretary also said that Das has failed to enforce that everyone attends to his office in proper formal wear which is mandatory in every government office for government employees. Das has been non-committal to ensuring that all uniformed officers/staff under you adhere to proper dress code, the notice further stated.

“You have failed to make service delivery transparent and accountable in your office resulting in a general public gathering in your office to get their work done even though the majority of services are now online/contactless,” he added.

Das, on the other hand, has been known as an efficient officer of the state Transport Department, who has collected approximately Rs 265 crore in revenue as of March 22, 2022.
