Detailed presentation on Roster System given to MLAs in MDA govt

Briefing media persons after the meeting, the chief minister said that the MLAs have given their views and suggestions, and the same were noted down.

Chief Minister Conrad K Sangma, on May 18, informed that a presentation on the roster system was given to all the MLA in the Meghalaya Democratic Alliance (MDA) government, wherein a detailed clarification was made on the Roster System.

Briefing media persons after the meeting, the chief minister said that the MLAs have given their views and suggestions, and the same were noted down.

“We have already taken the decision, and now we are reaching out to all the stakeholders and MLAs, explaining to them what system is the government following,” he said.

Reacting to the statement that discussing the roster without touching the state’s reservation policy is pointless, the chief minister said that roster is a schedule to implement the reservation policy in letter and spirit.

“What reservation does is it allows certain reservations in certain categories. When the posts are advertised then the reservation policy is applied. In the past what used to happen is there were 10 vacancies, the reservation policy will apply as per the ratio. In the absence of a roster system when the next 10 vacancies are advertised, again the reservation policy will apply. When the reservation comes in, it charts out and prepares a schedule of which post will go to which category,” he said.

Giving more details, Sangma further said, “If a roster comes out tomorrow for reservation, it will plot that position number 1 is meant for unreserved, position number 2 is meant for Khasi-Jaintia category, position number 3 is for Garo, and so on and so forth.”

Stating that Roster system allows implementation of reservation policy, and allows the exact schedule of the post to be appointed, the CM further added, “and hence a reservation policy without a roster will not implement the reservation policy in letter and spirit,”

Sangma also informed that on May 19 an all-party meeting will be convened, and the same presentation will be given to them.
